             The republican controlled senate passes dangerous EFM Bill.

Wednesday, March 9, 2011, the Michigan Senate passed the dangerous Emergency Financial Manager (EFM) Bill. Several amendments to the bill were defeated including amendments to limit the pay of the financial manager to 180,000 dollars per year. The republican majority voted to allow for no cap on the salary of the emergency financial manager. All other amendments to the bill were defeated as well.

The bill, which will take away bargaining rights, allows an appointment to a czar like position that will rule on matters of Local control is now put before Governor Rick Snyder for his signature.

The EFM Bill was passed out of the Senate by a party line vote. All amendments put forth by the Democrat Senators were defeated also largely on party line votes.

The Bill will allow for an EFM (*CZAR) to be appointed by the Governor over any School District or Municipality. He will have unlimited rights to cancel any collective bargaining agreements. He will have unlimited rights to take away vested retirement and many other investments. He will have unlimited rights to bond the public entity for years into the future.
It will also attacks Michigan Residents rights to free and open government as it allows for the EFM meetings to be held in secret away from Public eyes and scrutiny. The Republican majority voted down another proposed amendment to limit the EFM’s salary to the level now paid to the Governor.

The Senate also passed out of committee another bill to outlaw Project Labor Agreements in the State. They will be ramming that through most likely this week.
